          •   A minority community is required to do all their voting in a city different than the one in which they live.

FAIR HOUSING CODE: Some minority community property area is financially governed by a city in which discrimination complaints are channeled through a mayor* selected "HUMAN RIGHTS ADVISORY AND AWARENESS COMMISSION". Any housing discrimination complaints are directed by city code to this city's "HUMAN RIGHTS COMMISSION" by this present city code. Nobody knows if the "HUMAN RIGHTS COMMISSION" means the "HUMAN RIGHTS ADVISORY AND AWARENESS COMMISSION" at any given time. That may have (? did) provided this city council with an option to "not look at housing discrimination complaints" since 1980 or 1880 give or take a few.
